Noticing that many defendants in criminal cases are of low monetary income, And realizing that they may not be able to afford attorneys, And also realizing that this puts them at a disadvantage in our complex legal system, We hereby resolve that defendants who are unable to afford an attorney shall be appointed a “Public Defender,” subsidized by the government. |
