We have recently discovered that the Estados of Davostan all have substantial unemployment rates. We propose these measures to help workers to keep their jobs, and to aid higher education so more people can have the skills to get better jobs. Stipulation to Article 1: Approval shall be the prerogative of local governments, with the workers and employers having the right of appeal to the courts. |

Old value:: The government subsidizes tuition only for students from families classified as low-income or poor.
Current: The government fully subsidizes tuition.
Proposed: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.
