In order to improve the communication means of all Kirlawans we propose to open a debate concerning this issue: would it be better to set the rates (no excessive rates can be charged) or would it be better to subsidise the phone calls of the poor? we would like to set the rates for low income families and to let the free market decide the rest. Subsidisation only enriches the companies...
