Bill: The Head of State should be hereditary and symbolic; the Head of Government should chair the cabinet.

Details

Submitted by[?]: National Meritocratic Party

Status[?]: passed

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: February 2422

Description[?]:

Following on from the likely rejection of my previous proposed bill ("Laying the groundwork for a more meritocratic future"), I would like to debate (and possibly vote upon) each article in seperate bills, in the hope that some compromise can be reached and some aspects of the bill accepted.

We recommend that the role of Head of State become a symbolic one. Ideally we would like to abolish this role, but we accept that it may be useful for enhancing our international status and promoting tourism in our country. We would like to add that the Head of State should not receive financial assistance from the state.

MessageWe agree on the fact that the president and the head of government should be two different officials but we believe the president should be elected as well.

MessageWe believe in division of powers and responsibility so that disproportionate power is never concentrated in the hands of a lone office or individual. However, we will not accep a herieditary figurehead and we are astounded that a meritocratic party would propose such a thing.

MessageWe believe that an unelected Head of State who possessed any degree of power or influence would be a bad thing, but, practically, we see potential in a powerless aristocracy (for that is what we are really discussing) - in terms of cultural enrichment, enhanced international status, international diplomacy, and in the interests of promoting tourism - providing they were not a drain on public resources. We also believe that personal flaws make aristocrats more interesting - scandal and intrigue would promote public interest at home and abroad, which would only increase their potential worth to us; paradoxically, their flaws are their strengths, and so in this way they fit our criteria for the best people in the most suitable roles.

MessageThe only time head of state and head of government should be seperate is under this proposed change.

We support to this change of head of state to a hereditary and symbolic which would we believe remove fascism from the system.

MessageIf the Grand coalition stay true to their words of support for this bill it shall pass having gained the required two thirds vote.

We'll have to change the title from president though.
