Message* HRH The Prince Regent, William II, Imperial Viceroy, enters the chamber, carrying the mace from which the Diet's power is derived. *

Mr speaker,

It is time for me to do my duty and resolve the constitutional crisis at hand. We are without a Secretary of State for Foreign and Colonial affairs and I am unable to appoint one without a majority in this Diet. Therefore I must accept this unlikely coalition until such a time as a more co-operative government can be found.

I invite the members of this coalition to the Privy Council chamber of my uncle's palace - where they can take their oaths of allegiance to God and the Crown and I can seal their papers of office - and yield the floor.
