Bill: Government Act
Details
Submitted by[?]: Neo-Liberal Party
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: November 2092
Description[?]:
The formation of a cabinet coalition should be reflective of the mood of the people. Who is to say that the largest party will do that adequately? If they are forming a coalition they are in a minority. A right-wing party could be the largest party and propose a coalition to lead the country even though there are many more left wing parties representing public opinion more effectively but denied the power to govern by an unfair law. Equally, a left-wing party could govern despite the size of the overall right-wing vote being greater. We need to act now to ensure that our democracy will return truly representative results after the next election. |

Message | This is rubbish it up to the Head of State to propose the government not the Parties. |

Message | The fairest method would be to have a Head of State seperate from the Head of Government to do so. |

Message | Would it therefore be prudent to have proposals for seperating the head of state and head of government in this act? |

Message | Yes indeed it would, however the Constitutional Monarchy Act put all this forward and was blocked, by the PPD and its liberal allies. |

Message | The Constitutional Monarchy Act seperated the head of state and head of government but proposed an outdated and unaccountable mechanism to do so. We may disagree on that but at least we agree on the principle of seperating the head of government and head of state. Perhaps the problem we face is that on issues requiring political consensus people will subscribe to that consensus based on a whole range of different issues and reasons. I now believe that in the interest of developing a new more representative system that we put forward the proposals in the Government Act as they stand rather than extending it to cover matters relating to Head of State and Head of Government. I believe that those who truly believe in democracy whether they be conservative, liberal, libertarian, socialist or whatever would back any party proposing a coalition. It would simply be a move to help refine our democracy. On the major constitutional issue of changing the role of the head of state, seperate legislation is required. |

Message | I disagree, it is up to the largest party and therefore that with the largest mandate to form a cabinet, otherwise we may have the point where lots of small parties club together to stop the will of the people. |

Message | As the Dolgarian Conservative Party says so, it is up to the HoS to appoint Ministers. This HoS ought to be a King. |
