| The Minister of Foreign Affairs, Erich Weiss, will submit this treaty to the international arena after passing the legislature of the Kingdom of Likatonia with more Yea than Nay votes: =============================================================== THE TREATY OF NEVARN CITY I. The Kingdom of Likatonia proposes an international treaty organization which will defend member nations from the threat of invasion from communist and fascist expansionists. The first action of this organization will be as follows: a. This treaty provides for diplomatic and military assistance to the Endralonian Empire in the cases of: 1. An invasion of the Endralonian Empire by the Socialist Commenwealth of New Endralon, and/or any of the allies thereof. 2. A communist insurgency provided for by the government of the Socialist Commonwealth of New Endralon and/or any of the allies thereof. 3. A blockade of the Endralonian Empire by the Socialist Commonwealth of New Endralon and/or any of the allies thereof. 4. The assassination or kidnapping of any citizen of the Endralonian Empire, especially government officials, by the Socialist Commonwealth of New Endralon and/or any of the allies thereof. b. This treaty also provides for the diplomatic and military assistance of any member nation which is targetted for any sort of retribution in response to honoring this treaty. II. Any nation who ratifies this treaty will be held to honor it. It is their duty to provide as much assistance as possible, while providing for the best interests of one's own nation. III. The nations who ratify this treaty will be known as members of the Transterran Alliance Treaty Organization, or TATO. a. The headquarters of TATO will be located in Nevarn City, Hukatai, Likatonia. b. The leadership of TATO will be decided at a later date by the delegations of all nations who ratify this treaty. IV. All nations who wish to enter TATO are subject to a screening process by the members. a. The first applicants to TATO will be screened by the founding members, them being the Kingdom of Likatonia and the Endralonian Empire. b. Once a nation has been a member of TATO for a period of no less than 1 year, that nation may become a full member of TATO and have the privilege to take part in the screening process. c. A nation may become a cardinal member by consent of the majority of cardinal members and by a majority vote of all full members. They may be no more than 6 cardinal members at any given time. d. The Kingdom of Likatonia and Endralonian Empire are cardinal members by the merit of their foundation of TATO. V. Any nation is welcome to leave TATO in peace time. Abandoning TATO in the process of a war is liable to be met with sanctions and/or the severance of ties and communications both during and after the war. VI. This treaty may be amended during peace time by a majority vote of the full members. Any change may be vetoed by one of the cardinal members. VII. A member may be ejected from TATO by a 2/3 vote. a. A cardinal member of TATO can be stripped of power/be ejected with by a 3/4 vote. b. Founding members may only be stripped of power if they have experienced a change of government which is hostile to TATO and this treaty. =============================================================== |

| Message | This draft has the full support of the government of Endralon. We support the concept of mutual defense among member states. There should probably be an agreed screening process in the treaty to allow existing members to choose new member states. And there should perhaps also be a clause for nations who wish to exit, stating the conditions necessary. We will be pleased to ratify and join TATO. |

| Message | I belive this decision is hastened. I cannot see any diplomatic moves to calm the situation. And though The Socialist Commenwealth of New Endralon seem like a threat, we MUST first try all possible diplomatic actions. Signing such treaty is a provocation. |

The Kizenian Restoration Front (referred to hereafter as the KRF) of New Endralon copied and pasted most of the New Endralon nation boards to the CCU. At the suggestion of the CCU, the KRF played to public opinion, attempting to overthrow the elected government of New Endralon. Both the CCU and the KRF bragged about the attempted coup d'etat. A serious breach of national sovereignty - one that is unforgivable. I hope that the remainder of the parties of Likatonia agree with me that this was a despicable act of treachery and deception. Wouter Lievens has investigated and found that the accusations stand true. The Kizenian Restoration Front has been placed and locked in inactive status, meaning he can never log in again. A password has been instituted for the nation of the Socialist Commonwealth of New Endralon, meaning that no more spies can be introduced. Only Lievens and those of us of New Endralon know the password. We of New Endralon want only to be left alone. You don't see us invading your nation boards, posting hostile, violent, and immature messages as the CCU did and does. You don't see us copying and pasting your nation boards. Please grant New Endralon the same courtesy. Deal with the Catholic Counterrevolutionary Union how you will. This shall not be forgotten.
