MessageThis would really change nothing aside from the use of organs from people without ID cards. As is, the medical authorities use the personal ID card to decide whether or not someone is an organ donar. This bill would simply allow the medical personel to use the organs of John Does.

Random fact: When your party holds the foreign affairs department, you can create new treaties. However, before writing anything new, it is a good idea to search for existing treaties which already accomplish what you desire.

Random quote: "Anarchy stands for the liberation of the human mind from the domination of religion, the liberation of the human body from the domination of property, liberation from the shackles and restraints of government." - Emma Goldman
