In a free country, the state has no right to seize private property. Any capitalist or libertarian should be deeply offended by the notion that all property rights are subordinate to the whim of a capricious government.

Moreover, a more effective and efficient alternative exists - the property market. If the government has (what it believes to be) an ideal site in mind for the placement of the next prison/power station/highway, it is at liberty to approach landowners and solicit a price that the seller would be willing to part with the land. If the price is less than the cost of the government's plan B, the deal would be accepted and everyone is happy. If the price is higher than the cost of the government's plan B, the deal would be rejected and everyone is happy.
