In a perfect world, we'd allow conventional arms to be exported freely. However, we realize that our dream is far from a reality, so we are proposing more freedom, but still retaining state power over the sales. |

Message | Why not, this way, the state can determine who are our "close allies", who we are not so close to but can safely supply their military, and who we should not be dealing with. This is completely rational. |
