Old value:: The government makes no provision for civil defence.
Current: No new buildings may be constructed unless they feature provisions for civil defence.
Proposed: The government builds and maintains a network of shelters across the nation.

Message | We feel that the only way to be sure there are enough shelters for all citizens, and that the quality of these shelters is sufficient is to keep them under government control. After all, the safety of the people is one of the government's greatest responsibilities. |
