Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.

| Message | Having nuclear arsenal of our own doesn't guarantee us protection. We should be prepared for the worst case scenario. There are only two nations in the world that reserve the right to use nuclear weapons in warfare for any reason (Dundorf Federation, People's Free Republic of Rildanor), 29 nations will never use nuclear weapons first, 6 will newer use them at all. 21 reserve the right to develop, construct and store nuclear arms and 3 permit research and development of the nuclear technology. So theoretically only 2 nations can legitimatly attack us first. |
