| In order to ensure that public works can be erected for the greater good of the nation, the government reserves the right to obtain private property by eminent domain. Such action will only be taken if: 1. The project is one that will bring economic or life quality benefit to the population of the area as a whole, and not for the benefit of a small group of people or corporate body. 2. Alternatives to seziure of the property have been examined, and it has been determined that without the property in question, the project cannot be completed or that its cost would be increased by so much as to outweigh the benefits. No private property shall be obtained by eminent domain without just compensation to the owner as determined by law. |
