SOUTH SEA PIRACY, which has always been a problem for Deltaria due to our disinvolvement in the SOTO Pact, may become an increasing problem, especially with the exodus of political refugees providing camoflague and prey for pirate vessels. It would be for the betterment of Deltaria if South Sea Pirates were to concentrate their actions against Jelbanian shipping, rather than our own. For these reasons we propose the following resolution.... LETTERS OF MARQUE AND REPRISAL shall be made available for purchase, at the set price of 10,000 Telars. Holders of such a commission shall not be regarded as PIRATES, but rather as PRIVATEERS. PIRATES, defined as those who engage in piracy without the commission of a LETTER OF MARQUE AND REPRISAL, shall be summarily hanged as they are caught, without rights to a trial or proper burial. However, PRIVATEERS shall be afforded the following privileges. LIMITED CITIZENSHIP RIGHTS in the Fourth Republic of Deltaria FREE ACCESS through Deltarian territorial waters SAFE HARBOUR in Deltarian Ports. TARIFF-FREE sale of goods to Deltarian merchants. GUARANTEE OF NON-EXTRADITION to nations in which they may be wanted for acts of piracy or other crimes. PRIVATEERS shall however, be obligated to immediately cease all acts of piracy within Deltarian territorial waters, and apon Deltarian shipping within foreign and international waters. |

Proposed: The law bars the government from extraditing anyone who is a citizen of the state.
