| This bill completely outlaws ANY loophole in the law that opens the door to a MANDATORY civilian draft of our fellow Rutanians that may be against their WILL to serve. Anytime an external force OBLIGATES an individual to do something against their will--whether it is a plantation owner or a government bureaucrat--that is by definition SLAVERY!!!! Thank you for your support!!! |

| Message | a MANDATORY draft will only HASTEN the morale of the military during wartime. The ALL-volunteer military works best. Nevertheless, this bill does allow the drafting of PRISIONERS--[serving on Life Imprisonment]--into the militiary during times of war or national emergency. |
