The top priority for any government is to protect its citizens, without them there is no-one to rule. We suggest that local authorities are made responcible for protecting their citizens in the tragic event of nuclear war. Though the people of Trigunia oppose such weapons, and we have laws to reflect this, it would be foolish and irresponcible to think that all nations were the same in this regard, and we must prepare for the worst possiblities. |

Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.
