This bill will seek to provide an expansive SAFETY-NET for Rutanian workers who might unfortunately lose their jobs b/c their industry's employer went bankrumpt. The legislation will seek to provide such a safety-net by allowing the Federal Government to be "A LENDER of Last Resort" by distributing Low-interest LOANS (below the Prime Rate) to businesses that go "belly-up" thus causing massive unemployment.
