The purpose of this Bill is twofold. The first is to acknowledge that the Convocation needs to be decisive, and above all, willing to take action, in the face of potential espionage. The second is to qualify the high standards expected of Convocation Representatives. Article 1: There is an official state religion, and membership is mandatory. This is the creation of a new state religion, in name only. The Religion is 'The Convocation of Likatonia', and it is mandatory for all Convocation representatives and supporting staff and civil servants ONLY. Article 2: People are required to dress according to religious codes. This apples only to the religion listed in article 1, and is as follows: Convocation representatives must wear exclusively black. All clothes must be of a conservative nature. No Jewelery is permitted. At all times, including whilst in bed, all convocation members must wear a prescribed item of headgear. The available options are as follows: Tinfoil Top Hat Foil-lined Trilby Silver (foil) Bonnet Silver-woven woollen hat (lined with foil), bobble optional. These will prevent enemy states from spying on our thoughts. Whilst current intelligence suggests that none of our enemies yet definitely has this technology, we feel that these hats are a small price to pay for security against even a potential threat. Article 3: A civilian police force is in place and the military is not allowed to play any part in it. This force is only permitted to act in support of this Bill, and on Convocation members and their families only. The Religion has no other criteria or requirements.
