Be it enacted by the Holy Emperor's most Serene Majesty, by and with the advice and consent of the Councils of the Estates, Princes, Electors and the Ecclesiastical Bench, in this present Imperial Diet assembled, and by the authority of the same, as follows: -

I. The constitution should be amended to reflect that the title of the senior member of this Council (the "head of governmentr" if you like) is the "Speaker of the Council of the Estates". By convention he should be appointed in a non-partisan manner.

II. By convention His Serene Majesty, the Holy Luthori Emperor of All Terra, asks the leader of the largest party to form His Serene Majesty's Government: as such only the largest party should propose coalition cabinets.

III. In accordance with the Act of Succession and maintaining the supremacy of this Imperial Diet in such matters, the succession of future monarchs should he handled as follows:
(i) An elected head of state titled "Elector" or "Stadtholder" should be elected by popular ballot in a separate poll.
(ii) Once the Diet is happy that a suitable candidate has been elected he shall be made the hereditary head of state and his title promoted accordingly.

Messageooc: I much prefer HoS only being allowed to propose cabinets, but we can't do that anymore. It's impossible to form a cabinet when everyone posts conflicting ones.

Messageooc: Tory, surely Article I is no sillier than addressing all our statements to a Speaker who does not exit? Pimms, this is the equivalent of the HoS inviting the largest party to form a government, the next best thing to your option (which would result in no Cabinet changes at all, ever.
