| On the passage of the bill the city of "Moroni" (hereafter referred to as "the city"), part of His Imperial Majesty the Meiji Emperor's, Eastern Territories and as such a territory of the Dual Monarchy of Hulstria & Gao-Soto, will be removed from the Eastern Territories and the jurisdiction of the Government of the Dual Monarchy. The inhabitants of the city at the time of the passage of the bill will have their citizenship revoked and their rights as citizens and subjects of the Dual Monarchy will therefore be removed. The Dual Monarchy in their benevolence will recognise the city as an independent state and encourage the emigration of Mormons from Hulstria & Gao-Soto and its Territories and into this new Mormon City State. |

We think the fact that so many Mormons migrated away from the cities of Hulstria & Gao-Soto to their own private city shows that they have no desire to live as citizens in our nation and instead want independence. |
