Sekowo is constantly being threatened by external and internal hazards. The empires of Dovani envy our place as the premier colonist of the continent, and radical rightists, streaming in from the West, arm themselves and upset the delicate civic balance.

The goal of any healthy state is to deal with these problems in a calm, methodical manner. We cannot sacrifice the basic rights of our citizens in a quest for a perfect security that cannot exist. However, the law enforcement is often understaffed and ill-managed. To compensate for our democratic spirit, we ought to give the utmost support and respect to our security administration.

That is why we are proposing the establishment of the The Federated Security Commission (FSC), a democratic, well-funded, and competently managed security agency designed to cut through administrative bureaucracy while preserving the civil liberties of all Sekowans.

The FSC will coordinate the myriad of local and sub-national law enforcement agencies into one coherent entity. It will be endowed with the following structure and powers:
1. All local law enforcement agencies are under the explicit control of the FSC.
2. Any military internal security mechanisms are subordinate to the FSC.
3. The FSC is under the administration of the NSB, the National Security Board. The members are chosen by the Head of Government with the permission of the Legislature (by a simple majority).
4. The NSB must minimize bureaucracy and maximize emergency response capabilities in the FSC.
5. The Legislature may overrule the FSC at any time and concerning any matter.
