Description[?]:
This bill seeks to ensure that all Hobrazian adults who are unable to earn a basic living do not end up bankrupt and destitute. We propose the introduction of an unemployment benefit to those who are out of work, set at a level that will ensure the ability to pay for basic rent and sustenance, but not so high as to lead to welfare dependency. This benefit will be conditional on the recipient actively seeking work, and they will be aided in this by government employment centres. However, they will not be penalised in any way for turning down an offer of employment that would require them to abandon any dependents such as children or elderly/severely disabled relatives. |

Old value:: There shall be no direct cash payments to individuals to guarantee a minimum income.
Current: All adults not supported by another person shall be guaranteed a reasonable, though not high, standard of living by the government.
Proposed: All adults not supported by another person shall be guaranteed a very basic subsistence income by the government.
