In order to drive innovation in the defense industries we ought unbridle the current regulatory controls on these industries. Malivan policy concerning civil defense in antiquated at best, it is long past due we examine the merits of government mandated bunkers for the citizens protection. It is the view of the M.N.U.F. that such decisions should be left to local governments and not the ever expanding federal level. |

Old value:: The government builds and maintains a network of shelters across the nation.
Current: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.
Proposed: Local authorities are responsible for building and maintaining shelters.

Old value:: The state owns national defence industries but these exist alongside privately owned defence industries.
