Over the last decade this parliament has banned and several months later renewed debate over the same bills time and time again. This has led to our police force utterly confused, with them one month being able to carry guns, the next only be able to use maize, the next allowed to carry anti-tank rpgs. One week our citizens can get fined for smoking illicit drugs, the next month school children are allowed to take drugs to school. One week our school graduates need to perform military service then several months later they are dragged home again only to be given a letter of notice the following month. This bill tries to address this issue by entrenching all governmental decisions for at least five years, making it impossible to re- propose the same bill within that time frame. |

Message | Five years seem highly unlikly. Also, revotes need to be made. There could be powerhouses who are too suborn to listen to reason. This bill is an excellent idea. However I would like to decrease the wait time til after elections. This will shorten the wait time and change the seats while still pressing the argument. |

Message | I agree with the EVIL party. It takes a good 3 to 5 years before you can even judge the results of a new policy. If we are going to see the trends and results of new legislation, we need to give it time to develope and we can then witness ourselves if the policy was working or needs changes. How are the citizens of this nation supposed to respect and follow a new law, when it, more than likely, will be changed within a year on a whim. |

Message | Well consider that new players join and want to change the countries laws. Also we cant really view the effect of the laws here we can only create the ideals society laws for us. And how do you plan to enforce this? |

Message | Political alliances also change which makes possible the change of laws. If the new dominant groups finds the old policy's wrong and harmful to the society they should be able to change it. |
