The enemy is being funded by private corporations, and staffed by striking workers. Farther enhanced by those who while not direct supporters of religion, feel that the loss of religion must mean the destruction of culture.

This readjustment of the surplus aims to rectify that, by increasing funds for promoting economic growth, we can win over the corporations. By increasing funding for environment and tourism, we can persuade the workers to return to work at higher wages, and by increasing culture spending, we can show that we are comitted to preserving Telamon's cultural heritage, and that a nation without religion need not be a blank and lifeless place.
