Fact: most abortions are of unwanted pregnancies. Fact: most unwanted pregnancies are borne by lower-income women. Fact: making contraceptives available at discounted prices would reduce the incidence of pregnancy among the poor, thus reducing both the number of abortions and the number of children whose families would need public assistance. Therefore, whether you are against abortion, against poverty, or just in favor of safe sex, this bill makes sense. |

Message | First and foremost, the logic here is not coherent b/c Abortion is already--except in medical emergencies--PROHIBITED by Rutanian law. Second, while my Adminstration STRONGLY respects people's right to privacy to engage in whatever sexual activity they desire and use condoms,. birth control, etc., I am ADAMANTLY opposed to the government subsidizing condoms b/c it is a PROVEN SCIENTIFIC FACT--[and yes, I can cite sources]--that the condom actually as a DEFECTIVE rate of 15%, even when used correctly. Therefore, it would be unethical for a Public Trust of the Rutanian People (Government) to encourage the usage of condoms when in actuality they are NOT full-proof. On the contrary, the responsible business of the Government is to have a nationwide televised ad campaign educating the people on the ineffectiveness of condoms and to thereby have REAL 'safe sex": a stable partner that one is faithful to. |

Message | First, condoms are not the only method of birth control. Second, we have never claimed that condoms are infallible. But even if the number of unwanted pregnancies was reduced by 85% rather than 100%, it would still bring a significant benefit to the citizens and the nation as a whole. Third, we support teaching the people to be moderate and responsible in their sexual activity as with all other pleasures. But human nature is such that some people will choose not to follow these teachings, and having birth control and disease protection available in such cases will do more good than harm. |

Message | (1) "But even if the number of unwanted pregnancies was reduced by 85% rather than 100%, it would still bring a significant benefit to the citizens and the nation as a whole."--NEP Yes, this statement is logically true and we would even concede that 15% of unwanted pregnancies that do occur, should NOT in and of itself prempt the passage of this law. However, on that note, when my Administration says this bill will adversely affect the General Welfare, we are talking about the 15% of the population that will catch STDs like AIDS, Hepatis B, etc. That is the WORSE CASE SCENARIO and cannot happen under my watch. (2) "...condoms are not the only method of birth control."--NEP Yes, condoms are NOT the only form of birth control b/c there are Birth Control pills which we STRONGLY support the legality of, naturally of course. Nevertheless, this bill is UNNECESSARY b/c under current Rutanian Law, the people's private prescription drug plans for incomes below 17,000 RUT are subsidized by the Government and therefore women can get free or reduced priced Birth controll medications.
