While debating our "No First Use" bill, the esteemed representative of the Capitalist Working Families said that he did not object to our proposal to restrict use of nuclear weapons to retailiation against a nuclear, biological, or chemical attack. We will take him at his word and propose this as a standalone bill.

This will serve as a show of confidence in our highly effective, precision trained armed forces, who can effectively retaliate against any conventional attack without resorting to nuclear arms, and in our soon-to-be-completed Strategic Defense missile shield. (Defense Through SCIENCE!)

It will also be a gesture of friendly intent to our fellow nations, pledging that they need not fear unprovoked nuclear attack from Rutania.

At the same time, it will show that we will not be intimidated, and shall not hesitate to use nuclear weaponry in retaliation for ANY attack on Rutanian forces or territory by weapons of mass destruction.

You're good(LOL)! I mean, that's good diplomacy. Well, since there is not "technically" a proposal for a Missile Defense shield, we will take the NEUTRAL option of ABSTAINING. Besides, as you may know, when you "abstain" from a bill in Rutania, the voters don't like that. So, the bill might not pass, but you might get some votes in the next election. It's a WIN-WIN!!!
