Men and women of Parliament, I have a bold proposition for you. It is no secret that our nation is sharply divided along partisan lines, but somewhat notable is the fact that those divisions correspond with geographical divides as well. New Kreshar and Kundir voted overwhelmingly for the socialist parties in December, whereas Alvium, Kreshar, and Haboves voted almost unanimously for the free-market capitalists. We have already passed legislation in the last few years that relegates most governmental decisions to local governments. Let us use that to the benefit of both political factions, and decentralize our government further. Rather than tear Lourenne apart by repeatedly swinging the pendulum back and forth between opposite extremes, let us give the people of disparate regions the ability to govern themselves as they see fit, without letting nationalist unitarism get in the way of egalitarianism. I propose we grant each region its autonomy, except for the following necessary provisions: the military, resolution of interregional disputes, and international relations. More specifically, I propose the following: I. Parliament shall be called the Delegation, regions shall be called Republics, the President shall be called the Director, and the Prime Minister shall be called the Interregional Coordinator. The Free Republic of Lourenne shall be called the Free Confederate Republics of Lourenne. II. The Director is to manage the cabinet, and has the authority to lead small-scale military operations with the consent of the Defense Minister and the Foreign Affairs Minister. War will require the same, in addition to a two-thirds majority of the Delegation. The Director may speak to other nations on behalf of the Confederacy, and may speak before the Delegation and propose bills, but has no other authority. III. The Interregional Coordinator shall lead the Delegation and settle disputes between the Republics, but has no other authority. IV. The Delegation shall continue to pass laws that a majority of the citizens of Lourenne desire, but shall relegate powers to the individual Republics whenever possible. V. The governmental structure of each Republic must remain democratic in nature but is otherwise up to the Republic itself. The delegates from each region will form the Republican Assembly for that region until a two-thirds majority of them vote for a new system of local government. All of our policies have been implemented, we control the cabinet, and we dominate the legislature. We are practically out of things to change. Politically, this helps the socialists, who could take total control of some regions and remain relatively powerless, as they currently are, in the others. If you mush-brained nitwits could so much as sing the alphabet, let alone comprehend the basic tenets of governance, you'd recognize when the Redemption Party was trying to "grab power" (which we have never done) and when we're compromising.
