Why do we need a MANDATORY draft in times of war when Rutania has one of the most AGGRESSIVE military budgets in ALL of Terra (@ 30,000,000,000 RUT--OR--50% of the National Budget)???

Couldn't the Minister of Defense simply authorize that for EACH year of college education that a citizen undergoes at EXPENSE of the Gov't, he/she devotes 2 or 3 years of military service!!!

Is it NOT that simple, my dear comrades in the Legislature???
