MessageI can agree with the first proposal but am unsure of the second, mainly because I am not sure how 'extreme' the extreme circumstances need to be. I mean, the main reason people become refugees is because they face problems in their home countries.

MessageWell i see your point, but extreme would be war or oppression in my books...

Extreme is prob a bit much, but it had to be tightened from pretty much an open border to refugees...
