Bill: Levelling the playing field, literally.
Details
Submitted by[?]: Adam Smith Party
Status[?]: passed
Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.
Voting deadline: April 2105
Description[?]:
At present there are certain teams in our national leagues that have a distinct advantage over others in that they are sponsored by the local government. This provides them with extra revenue to be able to offer higher wages and attract the best players. This is wrong in two ways. 1. It is unfair in an area where fairness is paramount. 2. This is misuse of public money. Taxation is only justifiable if it provides some essential service which a sports club is not. We propose to allow only private sports clubs. Any revenue generated from the sale of state owned clubs is to be returnded to the citizens of that state in the form of a local tax rebate. |
Proposals
Article 1
Proposal[?] to change The funding of sports clubs.
Old value:: Local governments decide the funding policy of sports clubs.
Current: Local governments decide the funding policy of sports clubs.
Proposed: The government does not fund sports clubs; only private ones are allowed.

Message | this is a reversal of past ASP policy, isn't it? As always, we will oppose centralization of powers that can best be handled at the local level, and vote against this bill. There is no shortage of wealthy corporations able to buy and sell sports clibs. In comparison, the relatively meagre resources of local government can hardly create a sporting behemoth. What they can do, in low-income communities, is ensure that the local sports clubs (good value in community-building terms) do not pack up and follow the money to richer cities and states. |

Message | How is privatisation centralisation GA? A government run sports club does not have to show a return on the investment, it does not have to pay local taxes, etc. We would be willing to propose an ammendment to the existing law that required that any local government run club must not cost the tax payer a single penny, and that the financial conditions of use of government owned facilities etc. were to be identical to those of privately run clubs. Our position is that the local government can be the owner of a private club. This would not make it publically owned, as it would not be being operated on the behalf of the people, but to make a financial return for its owners, the local government. |
