| A Bill that will ensure that the civil service of Darnussia can function outside of political pressures. This continues from the program of reform introduced by the Governmental Neutrality Bill, and is revised to include the following: All appointments to the civil service are to be made by an independant advisory commision, which is in turn appointed by the current head of the civil service who, upon retirement appoints his successor. In the case of sudden and unexpected death, Parliament will apoint a new head of the civil service. Upon entering the civil service employees will have to sign a declaration of independance and impartiallity, and are forbidden to have membership of or payments from political parties. |
