Over the last decade, this legislature has passed numerous laws aimed at decentralizing the government's power. Although these are excellent laws, they are ambiguous, often leaving matters to "local governments" without specifying whether municipal, provincial, or other governments are intended to resolve the matter.

We propose that the Province be given authority on all such ambiguous matters until the province in question decides otherwise. For example, the current law states that, "Local governments decide the funding policy of sports clubs," so the Province of Haboves would have authority to determine sports club funding policy, either by establishing a clear provincial policy or by relegating the matter further, perhaps to municipal governments.

Provincial policy is to be determined by the majority of a Regional Delegation, composed of the national senators from that province, for each of Lourenne's five provinces. ((To see how many seats a given party has from a given province, check the latest election results:

MessageWell, we all know my party's feelings on the degree of centralization that took place. While we have important legislation still being set by local government, I would prefer that it be done on a provincial rather than municipal scale.

MessageThis doesn't grant the provinces carte blanche; it only says that, when the national government relegates something to "local governments" or "local authorities," the interpretation of those phrases is up to the province. This is necessary, because otherwise there is no standing precedent for how to interpret them. Anything decided by a Regional Assembly that directly contradicts national law will, of course, not be legal.

MessageThe disparities that so appear might lead to frightening happenings. As such we maintain our position. We agree that a certain degree of decentralization should exist, but we believe that a general outline should exist for this, otherwise severe risks are at hand.

MessageWhat would you propose? Is it somehow safer to grant power to municipal governments, or are you implying that no matters should be left to local governments at all? This bill assigns powers that are currently ambiguous; it doesn't really create new powers. Provincial governments are becoming more powerful only in the sense that they will have greater control over their own cities; the national government loses absolutely no authority with this measure.
