We currently require local governments to provide public fire departments. This will allow the private sector to manage this duty more efficiently, while allowing the local governments to choose from a competitive selection of companies. Proposed: The government competitively subcontracts firefighting services. This bill will require local governments to choose from different firms offering firefighting services. Each city/county/town will be responsible for hiring a certain level of fire department services. |

Message | we would prefer a volunteer firefighting department, over selling the rights to fight fires to the highest bidder. Volunteer firefighters are far more likely to take pride in their work than companies driven by the profit motive, and we are not at all sure that fighting fires is a job for the private sector -- quite apart from the fact that we would prefer to see this left to local governments. We are willing to be persuaded otherwise, but only by a bill presenting concrete arguments as to the need to make this change. So we can hardly make suggestions... |

Message | The current situation is that there are untrained non specialists risking their lives very bravely but ineffectively and unfortunately many innocent people are dying or being badly injured due to their well meaning but incompetent service. In addition to this there is a non competitive system of purchasing equipment using public funds and a never ending expense account that is ineficient in meeting its proposed purpose. What this bill proposes is to place the provision of this essential service in the hands of trained professionals, using the leatest and most eficient equipment, all at a lower cost to the public, both in financial terms and in lives and injuries. A volunteer fireman has to have some other occupation, which prevents them from being able to keep fully up to date on techniques, prevents them from keeping in peak physical condition and adds long delays to the response times to emergency calls. There would be, however, nothing preventing a charity organisation from tendering a bid to provide this service, provided they can meet the minimum standards that will be included in the contract terms. The argument that the service would be given automaticaly to the lowest bidder ignores the terms of the contract that will require certain performance standards, responsse time guarantees, equipment age limits etc. The service will provide the cover needed, as decided by the local government, at the lowest cost to the tax payer. |

Message | Let the local government decide whether they want to subcontract or not. If Rapula feel the need to subcontract, so be it, if Golavia wants a state fire department, we should not be the ones to deprive them of that right. |
