Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.

| Message | Although we don't enjoy seeing public money being spent on war, this being deffensive and being highly useful in time of natural disaster we support this fully and commend a defensive approach being taken towards military spending. |

| Message | I support this bill, we have a duty to defend our people from hostile attack, my only concern is that defence should be controlled nationally, with local authorities controlling the construction of defences there may result a noticable difference in the quality of protection between different areas. |
