Message"I'll take this one. Obviously, the workers are the majority, and will have the largest say over their Provincial government.
If a highly developed region like Belgae was made of of mostly office workers, while a woodland Province like Wentworth is made up of lumberjacks and carpenters, outdoor, more risky occupations, has to conform to massive regulations that were designed to protect the worker at risk, how is that fair?

Why must we drown our developed provinces with regulation designed for lumberjacks when we could leave this up to the people themselves, through decentralizing this?"

Random fact: Voters have an extra appreciation for bills that actually get passed, so if you want to maximally take profit from your votes, make sure you compromise with others.
