Bill: Cabinet Formation by Parliament, not Exclusively President Bill
Details
Submitted by[?]: Libertarian Alcoholic Par-tay
Status[?]: passed
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: November 2038
Description[?]:
This bill sets out to alter the way in which the cabinet is formed, in the light of the recent dissatisfaction with the current cabinet, and the measures which have had to be put forth specifically against the current president in the conservative "Censure of President Solomon" bill. If the bill which I now propose is passed, Parliament will have a say in the creation of the cabinet, which will reduce the chance of the Solomon situation occuring with future presidients. |
Proposals
Article 1
Proposal[?] to change The constitutional right and responsibility to propose a cabinet to the legislature.
Old value:: Only the Head of State can propose a cabinet coalition.
Current: Only the largest party can propose a cabinet.
Proposed: Each party can propose a cabinet coalition.

Message | I agree. But seeing as this is defining only who can propose the cabinet, I think we should open it to all parties. If you have a suggestion for coalition/cabinet formation, let it be heard. |

Message | I don't have a definite idea yet, but it would be nice if all the major parties at least held one cabinet seat (at present I define "major" as those parties who hold seats in parliament, but obviously after the next election the three newcomers will be properly integrated. Perhaps in the cabinet parliament agrees on, cabinet seat representation could be roughly proportional to parlimentary seats held. On a side note, I've altered the proposal to encompass all parties as oppose to "only the largest parties". |

Message | ?? That's not how cabinet government works. Why would you give a party cabinet positions when you can keep them for yourself? I'm certainly not going to cheerfully hand seats over to the Conservative Party without reason. The idea of cabinet formation is to put together a majority coalition so that each is happy with his share of the cabinet, but keep it minimal winning-- no more parties than is absolutely necessary. |

Message | Fair enough. But if that's how you feel, why bother with allowing every single party to propose a cabinet? All you're going to get is lots of different tiny parties in the cabinet. |

Message | " But if that's how you feel, why bother with allowing every single party to propose a cabinet? All you're going to get is lots of different tiny parties in the cabinet." Every party can PROPOSE a cabinet; it still takes a parliamentary majority to enact a cabinet. |

Message | This is most odd. Although this bill has been passed, I am still unable to propose a cabinet. |
