| Time for our regular attempt at some reasonable restraint regarding weapons of mass destruction. Our representatives have brought plastic sheets to the Assembly to shield them from the hail of rotten tomatoes. Whereas, weapons of mass destruction are clumsy, inefficient weapons that have the potential to cause greater damage to civilains than to the enemy military, And whereas, the use of such weapons often renders the target area uninhabitable and useless to both sides, And whereas, the Rutanian military is a highly efficient, modern fighting force with the capability to respond effectively to any foreign threat using well-directed conventional weaponry, The Neo-Epicurean Party proposes that we commit our nation's military to respond to any attack using only conventional weapons, unless another country should use weapons of mass deestruction against us first. |

| Message | Hm - an interesting proposal. In some ways I agree with these proposals, but in other ways I disagree. Weapons of Mass destruction are not for use in any circumstance I believe, and though using them in retaliation sounds plausible it still presents a major risk and should therefore be avoided. |
