This bill will increase by one per year the number of bills each party may submit in parliament, and will likewise increase by one the number of quota each party my store up. The main benefit of this bill is that it will give smaller parties more opportunity to establish themselves and their issue positions by giving them more opportunities to propose bills. Quota was reduced to 5/7 several years ago in apparent retaliation for the Democratic Rationalists Party's habit of submitting many separate bills each legislative session, which increased the number of votes Senators were required to attend each session, making their lives a little more difficult. We believe that the burdens on Senators' attendance are best relieved by increasing freedom to propose bills. But simultaneously establishing a norm, when proposing bills to define issue positions that are unlikely to pass, of submitting them in large, multi-article bills which Senators can conveniently vote on in one moment. Let's give the parties more freedom, but just be careful to be considerate of other parties. |
