((This bill should probably be considered a constitutional amendment and thus should only pass if it gets two thirds of the vote.)) The Minister of Internal Affairs or the Prime Minister may decree a serious emergency, in which case the military may step in to perform police duties if allowed by law. Only one of the two Ministers needs to decree an emergency for this to occur. |

Message | In case there are any misconceptions about what this bill does, let me reiterate: There is only one thing that this state of emergency entails: the ability of the military to assist the police, IF allowed to do so by law ((since that part is an actual law on the books that could be changed with future legislation)). There is no suspension of habeus corpus, no alteration of the legal system, no additional expansion of police powers.
