While politically popular, a tax break for essential goods is generally not a good idea. The intent of the sales tax on these goods I believe is to help the poor. Yet, everyone needs to purchase these items so everyone contributes to the revenue gained from this tax including visitors. The revenues lost generally go to government programs which on average skew to helping the poor. It would be more efficient and helpful to the poor, to have a tax paid for by everyone and then spend the money on programs which will all go to helping the poor. Yet, instead of raising it from 0 to 4 for parity, I would rather see it go up slowly from 0 to 1 because I am not sure how supportive other nations are of raising taxes in the first place. |
