RECOGNIZING the conflict between these two universal beliefs. NOTING the effectiveness of psychological interrogation techniques. DEFINING torture as: A non-lethal technique in gaining absolutely vital information, A technique that is only used when all other resources are exhausted DEFINING non-Lethal as: Not stopping the heart Non-Deadly Non-damaging to the organs and/or bones and/or flesh of the detainee DEFINING detainee as: A person not of a military of the world A person not of Kafuristani citizenship A person involved in terroristic organizations RE-NOTING that this should be used as a last-ditch effort when the information needed to be extracted is of lethal importance *Bill also sponsored by our allies at the New Konservative Party of Liktonia |
