If the government really wants to preserve these beautiful parts of the country, we feel they need to back it up with funding. And so we are proposing the government help give money to ensure these parks are preserved in all their glory.

Anyone breaking the law in them, like throwing their rubbish, messing up the environment etc can be prosecuted under existing law.

Funding is not needed. Nature survived without us there before, it can survive without us looking after it.
