Message | It is a necessary action that we turn over the decsions on public transport to the local governments. Decisions on the transport of a small town should not be the decision of someone a thousand miles away, it should be the decision of the small town if they want a public transport system and how they want to fund it. |

Message | Devolution of powers only spreads bureaucracy and corruption. While the central government controls public transport they can ensure the funds are used appropriately and oversee nationwide levels of quality control on public transport. Also, service can then be guaranteed in poorer areas where the local government simply cannot afford to run a reliable transport service. |

Message | Yeah but imagine how many departments of the central government are needed to control all of the public transport systems in Davostan. Either way this gives more power to the cities themselves if they want to build public transport, not to someone who has never been to the city and dosen't understand it's commuter necessities. |
