The current slave trade acts without any federal guidelines and is a source of confusion for some parties within this nation. It has been misconstrued as racist, when race has nothing to do with it. Here we wish to lay out the broad regulations to be implemented on the slave trade.

Section 1.
HOW TO BECOME A SLAVE:
There are two ways to transfer one's civil rights to an intermediary or owner party (known as slaver hereafter): (1) voluntarily or through a (2) tacit waiver.

(1). One can voluntarily choose to participate in indentured servitude (known as term slavery hereafter), in order to pay debts, settle accounts, to gain the benefits of food and shelter without the responsibility of freedom, or any other reasons. By signing a contract that commits one to term slavery (for a pre-designated time-span), one is waiving all civil and personal rights and becomes a piece of property belonging to the slaver.

(2) One can tacitly waive one's civil liberties by engaging in the following socially reprehensible types of behaviors: (1)homosexual sodomy, or (2) being a socialist. For a slaver to forcefully claim a person as his piece of property the individual must have either been a homosexual sodomite or a socialist. No other reason is sufficient to legally enslave a free Jelbanian citizen against his or her will. That said, since we respect an individuals right to choose (to be a sodomite or a socialist), we do not wish this to be misconstrued as a declaration immediately enslaving all sodomites and socialists. Instead, we are merely allowing for private slavers to engage in proper enslavement procedures. So a socialist or sodomite that is free-roaming may be claimed by the first slaver that sees fit to claim him or her.

THE RIGHTS OF THE SLAVE AND THE SLAVER
Article 1: Property Protection Rights
As a piece of property, one's rights are still protected by the state. A piece of property cannot be abandoned on public or private property (littering), cannot be mutilated in public (disorderly conduct), cannot be set on fire in a public place or on private property without the consent of the private property owner (endangering others), disposed of or in any other way exterminated without the express written permission of the local government. In other words, as a piece of property a slave is guaranteed all the protections a piece of property is entitled to in that particular locality.

Article 2: Fungibility of Property and Property Protection Rights
That said, since a slaver has property rights over the slave, he or she can also transfer those rights to others as he or she sees fit. The same property protections entitled with one owner are also transferred to the new owner.

Article 3: Duration
A term slave must be released at the end of the agreed upon time period originally contracted. Failure to do so will result in damages and fines. A tacitly waived slave (permanent slave) can remain enslaved for as long as the slaver sees fit. The slaver can restore the slaves freedom by filing for a restoration of civil rights at the local Slavery Registration Office.

SLAVING REGULATIONS AND THE SLAVERY REGISTRATION OFFICE (SRO)
Article 1: The Function of the SRO
The SRO will act as a record-keeping office and facilitate in investigations of improper slaver conduct, as well as aid slavers in recovering lost or escaped slaves.

Article 2: Registering All Slaves
All slaves must be registered with the local Slavery Registration Office(SRO), which keeps track of current slaves and escaped slaves.

Article 3: SRO Internal Organization
The management and administration of the SRO will be contracted out exclusively to the TEOOO Corporation. All branches will be licensed and certified by the Federal Government. All SRO branches will answer to a Central SRO office that would be used to consolidate inter-office information and ensure all branches have adequate information to operate efficiently.

Article 4: Escaped or Lost Slaves
Since slaves may be feral and/or otherwise dangerous, it is necessary to warn the public of escaped slaves. A slaver must file a Lost Slave claim with the SRO as soon as he or she is aware that a slave has escaped. The SRO will notify the media and warn others slavers to not wrongly enslave an already enslaved-slave.

Article 5: Slaver Misconduct
The SRO will also initiate the investigation and prosecution of slavers thought to be willfully illegally damaging or engaging in illegal acts with their property (e.g. torture, sodomy etc.) It will also regularly inspect slavers stock to ensure that all slaves qualify for slavery. Any slaver who has enslaved an individual who has not willfully accepted slavery through contract or was enslaved unwillingly, but is not a socialist or a sodomite, will be charged with a felony. He may face imprisonment and fines. The wrongfully enslaved will be liable for damages not less than the minimum projected wage that the wrongfully enslaved would have been making as a free man. Other damages may include compensation for psychological and emotional duress.

MessageWe suspect the Socialist Party has a conflict of interest in voting for this matter, seeing as how socialists are included in the proposal. We think it would be most ethically fair, if the Socialist Party abstained from voting on this particular proposal.

And military conflict against 13,000,000 people? Nonesense! Why would we destroy potential property that could lend itself greatly to the production capabilities of our nation? You keep portraying us as these cruel madmen, but, really, we just want what the Jelbanian people demand. Look on the bright side! Slavery has many upsides--free food and shelter, a loving family to take them in. No worries about unemployment or poverty.
