Message | Someone who voted no, please explain to us what is wrong with requiring civil defense in all buildings? |

Message | Somehow, it seems parties such as the Liberal Party, the Independent Centrist Party, and the Social Democratic Pacifist Party should be voting in favor of this resolution, as they are pacifist parties that do not want to see any Barmenistanians get hurt, and this bill would ultimately accomplish that; keeping all Barmenistanians safe in the event of a bombing. |

Message | The answer is simple: these bomb shelters are pretty costly to build, and it just shouldn't be the People's fiscal responsibility. These shelters should be built using money from the Ministry of Defense budget, but making private companies build these using their own money is simply unfair. |

Message | Suppose we raised the defense budget and enacted it into law that the Ministry of Defense would provide for the bomb shelter construction in every single building? |

Random fact: Moderation will not accept Cultural Protocol updates which introduce, on a significant scale, cultures which are likely to be insufficiently accessible to players. In particular, for all significant cultures in Particracy, it should be easy for players to access and use online resources to assist with language translation and the generation of character names. Moderation reserves the right to amend Cultural Protocols which are deemed to have introduced significant cultures that are not sufficiently accessible and which are not being actively role-played with. |
