This reforms the adoption act by making sure independent psychologists, sociologists and child welfare advocates see and make sure that the parents adopting children (who usually are coming from troubled homes and have various physical or mental handicaps, eg. fetal alcohol syndrome or cystic fibrosis) are capable of taken care of these special children. |
