We propose these acts to help strengthen our efforts to control the illegal immigrant population.

Article One: A state is made up of many peoples, races. It is up to the state to enforce an acceptable racial policy. The Malivs are the face of our nation. We Malivs have suffered through war, white colonization, and have formed a state together. We cannot let our unique culture and life be threatened by mass white immigration. We propose a hybrid of racial and personal qualifications for immigration through this article.

Article Two: This would help the state keep track of how many members of each race are present, both locally and nation wide. This act is essential to support article one, as it will allow us to change quarterly racial quotas based on the current racial population.

Article Three: Illegal aliens are an insult to all native Malivs and legal immigrants. Our state has set up an extensive immigration policy and procedure and they find ways to bypass it. We have immigration control to ensure that only desirable people are allowed to live in this great nation.

MessageWe don't like Article I, as it makes it harder for us to screen based upon potential contribution to the workforce, as opposed to nation of origin. We believe that screening based upon their home country will cost us potential immigration of valuable human capital. Perhaps we could be swayed if you give us a good argument as to why it is needed.

We'll back Article II, as it will allow us to address historical discrimination against certain sectors of the population. This is basically a census, and is conducted by most civilized countries.

We are ambivalent about Article III, and could be swayed either way, however we would like to hear an argument as to why it is necessary.
