MessageYes of course he can, but the idea is that after election, a cabinet should be formed: it could the same if the Viceroy is re-elected and the balance of powers in the "Assembly" remains unchanged, but he will have to re propose it.

MessageI move that it does not require such consideration. Whether or not the Viceroy is part of the majority party, he should have express rights to the creation and maintenance of the cabinet. The votes of any other party, regardless of their new power in the assembly, should not affect his selection. The ratification of the cabinet by the assembly is in itself wrong.
