It is a waste of money to develop nuclear weapons if we cannot use them. Also, this will bring nuclear weapons policy in line with biological and chemical weapons policy.

Message	Then we'd rather change the B and C weapons policy. It is important for us to know all about nuclear weaponry, not in order to produce them, but in order to protect ourselves from them. Just because we won't use them, others won't cease to.
